Ainda que seja uma solu\u00e7\u00e3o interessante para aproximar alunos e professores, o uso de plataformas virtuais e atividades escolares a dist\u00e2ncia coloca luz sobre a desigualdade de acesso a tecnologias de comunica\u00e7\u00e3o e informa\u00e7\u00e3o &#8211; e pode aprofundar o abismo social da educa\u00e7\u00e3o no Brasil. E hoje neste post, nos propusemos a apresentar um breve panorama sobre a Educa\u00e7\u00e3o \u00e0 Dist\u00e2ncia, as pol\u00edticas p\u00fablicas e o acesso \u00e0 internet no Brasil.<\/span><\/p><p><span style=\"font-size: 14pt;\"><b id=\"docs-internal-guid-3ec67f69-7fff-574c-cf87-3b8dbe6c2b2f\" style=\"font-weight: normal;\">\u00a0<\/b><\/span><\/p><p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span style=\"font-size: 14pt; font-family: Arial; color: #000000; background-color: transparent; font-weight: bold; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">A educa\u00e7\u00e3o \u00e0 dist\u00e2ncia e as pol\u00edticas p\u00fablicas no Brasil.<\/span><\/p><p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span style=\"font-size: 14pt; font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">Muito embora a educa\u00e7\u00e3o informatizada n\u00e3o seja um debate novo no Brasil e no mundo &#8211; tendo sua hist\u00f3ria marcada no per\u00edodo ap\u00f3s a Segunda Guerra Mundial (d\u00e9cada de 1950) e com as possibilidades sendo maiores ap\u00f3s o advento dos computadores pessoais (na d\u00e9cada de 1980), o acesso aos equipamentos de inform\u00e1tica e computa\u00e7\u00e3o e o acesso \u00e0s tecnologias de internet s\u00f3 recentemente tornaram-se vi\u00e1veis para uma parcela grande da popula\u00e7\u00e3o. As Tecnologias Digitais de Comunica\u00e7\u00e3o e Informa\u00e7\u00e3o (TDCI) aparecem neste cen\u00e1rio como ferramentas que s\u00e3o grandes promessas para a educa\u00e7\u00e3o, no Brasil e no mundo.\u00a0<\/span><\/p><p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span style=\"font-size: 14pt; font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">A educa\u00e7\u00e3o de um pa\u00eds, de modo geral, deveria seguir preceitos constitucionais e legais, pautados em pol\u00edticas p\u00fablicas que proporcionassem ao m\u00e1ximo uma igualdade de oportunidades, independente de condi\u00e7\u00f5es socioecon\u00f4micas. Neste sentido, a educa\u00e7\u00e3o \u00e0 dist\u00e2ncia, regulamentada e estruturada a partir de pol\u00edticas p\u00fablicas, serviria para criar condi\u00e7\u00f5es n\u00e3o apenas de trabalhar o que entendemos como conte\u00fado escolar (ou os conte\u00fados das disciplinas cl\u00e1ssicas, digamos assim), mas tamb\u00e9m o desenvolvimento intelectual e a habilidade com diferentes estrat\u00e9gias e ferramentas de ensino e aprendizado.<\/span><\/p><p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span style=\"font-size: 14pt; font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">O uso de equipamentos como celular e computador seriam, deste modo, mais do que apenas uma porta de acesso ao conte\u00fado, mas um modo de aprendizado vinculado ao manuseio do pr\u00f3prio equipamento de m\u00faltiplas maneiras. Tudo isto, inicia-se n\u00e3o apenas com a pesquisa relacionada \u00e0 educa\u00e7\u00e3o \u00e0 dist\u00e2ncia, mas tamb\u00e9m (e a partir destas pesquisas) com o estudo e a implementa\u00e7\u00e3o de pol\u00edticas p\u00fablicas espec\u00edficas.<\/span><\/p><p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span style=\"font-size: 14pt; font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">De modo geral, as pol\u00edticas p\u00fablicas de inclus\u00e3o digital na educa\u00e7\u00e3o se pautam n\u00e3o apenas na exist\u00eancia de conte\u00fados acess\u00edveis, mas tamb\u00e9m na alfabetiza\u00e7\u00e3o da popula\u00e7\u00e3o sobre as TDCIs e na infraestrutura que garanta a disponibilidade de acesso a este conte\u00fado.<\/span><\/p><p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span style=\"font-size: 14pt;\"><span style=\"font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">As pol\u00edticas p\u00fablicas com este fim espec\u00edfico, no Brasil, vinham sendo discutidas e estavam previstas no Plano Nacional de Educa\u00e7\u00e3o, e seria implementado via <\/span><a href=\"https:\/\/www.planalto.gov.br\/ccivil_03\/_ato2015-2018\/2017\/decreto\/d9204.htm\" style=\"text-decoration: none;\"><span style=\"font-family: Arial; color: #1155cc; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: underline; text-decoration-skip-ink: none; vertical-align: baseline; white-space: pre-wrap;\">Programa de Inova\u00e7\u00e3o Educa\u00e7\u00e3o Conectada<\/span><\/a><span style=\"font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">, institu\u00eddo em 2017, cujo objetivo principal era &#8220;apoiar a universaliza\u00e7\u00e3o do acesso \u00e0 internet em alta velocidade e fomentar o uso pedag\u00f3gico de tecnologias digitais na educa\u00e7\u00e3o b\u00e1sica&#8221;. Nesta lei, argumentava-se sobre a import\u00e2ncia de implementar pol\u00edticas de acesso \u00e0 internet, especialmente em popula\u00e7\u00f5es com vulnerabilidade socioecon\u00f4micas e baixo desempenho em indicadores educacionais. O Programa previa, ainda, apoio t\u00e9cnico e financeiro para as escolas.<\/span><\/span><\/p><p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span style=\"font-size: 14pt;\"><span style=\"font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">Em pesquisa recente, constatou-se que em nosso pa\u00eds cerca de 82% das escolas privadas e 73% das escolas p\u00fablicas do meio urbano possuem acesso \u00e0 internet. No meio rural, este percentual cai para 42% para escolas privadas e 13% para escolas p\u00fablicas. S\u00f3 por este panorama breve das escolas, poder\u00edamos questionar se <\/span><span style=\"font-family: Arial; color: #000000; background-color: transparent; font-weight: bold; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">existe condi\u00e7\u00f5es <\/span><span style=\"font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">e se os professores das escolas <\/span><span style=\"font-family: Arial; color: #000000; background-color: transparent; font-weight: bold; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">tiveram acesso \u00e0s ferramentas <\/span><span style=\"font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">antes deste momento que vivemos hoje.\u00a0<\/span><\/span><\/p><p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span style=\"font-size: 14pt;\"><span style=\"font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">Mas\u2026 N\u00e3o estamos falando de escolas e suas condi\u00e7\u00f5es de conex\u00e3o. A Educa\u00e7\u00e3o \u00e0 Dist\u00e2ncia \u00e9 diferente do que temos neste momento, pois preveria um planejamento anterior, com treinamento adequado e estrutura escolar e dos estudantes. O que temos neste momento poderia ser chamado de <\/span><span style=\"font-family: Arial; color: #000000; background-color: transparent; font-weight: bold; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">ensino remoto emergencial<\/span><span style=\"font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">. E a\u00ed uma das quest\u00f5es \u00e9 qual a condi\u00e7\u00e3o desta educa\u00e7\u00e3o mediada por tecnologias <\/span><span style=\"font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: italic; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">para que todos fiquem em casa enquanto durar a pandemia <\/span><span style=\"font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">aconte\u00e7a no Brasil?<\/span><\/span><\/p><p dir=\"ltr\"><\/p><h4 dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span style=\"font-size: 14pt; font-family: Arial; color: #000000; background-color: transparent; font-weight: bold; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">O acesso \u00e0 internet no Brasil<\/span><\/h4><p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span style=\"font-size: 14pt;\"><span style=\"font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">O primeiro dado que precisamos lembrar \u00e9 que nem todo mundo tem equipamentos que possibilitam o acesso \u00e0 internet. Em 2017, <\/span><a href=\"https:\/\/biblioteca.ibge.gov.br\/visualizacao\/livros\/liv101631_informativo.pdf\" style=\"text-decoration: none;\"><span style=\"font-family: Arial; color: #1155cc; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: underline; text-decoration-skip-ink: none; vertical-align: baseline; white-space: pre-wrap;\">segundo dados do IBGE<\/span><\/a><span style=\"font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">, 43,4% dos domic\u00edlios brasileiros possu\u00edam computadores pessoais e 13,7% <\/span><span style=\"font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: italic; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">tablets<\/span><span style=\"font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">. O percentual de telefones m\u00f3veis, neste mesmo ano, estava presente em 93,2% dos domic\u00edlios (ao menos um por resid\u00eancia).<\/span><\/span><\/p><p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span style=\"font-size: 14pt;\"><span style=\"font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">Os dispositivos mais dispon\u00edveis para os brasileiros s\u00e3o, portanto, os telefones celulares. Em 2019, <\/span><a href=\"https:\/\/eaesp.fgv.br\/sites\/eaesp.fgv.br\/files\/pesti2019fgvciappt_2019.pdf\" style=\"text-decoration: none;\"><span style=\"font-family: Arial; color: #1155cc; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: underline; text-decoration-skip-ink: none; vertical-align: baseline; white-space: pre-wrap;\">t\u00ednhamos 420 milh\u00f5es de dispositivos digitais<\/span><\/a><span style=\"font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\"> (computadores e smartphones) circulando no Brasil, o que d\u00e1 2 dispositivos por habitante. A distribui\u00e7\u00e3o desses dispositivos, no entanto, nem sempre \u00e9 igualit\u00e1ria. Destrinchando estes n\u00fameros, a partir da pesquisa do <\/span><a href=\"http:\/\/data.cetic.br\/cetic\/dados\" style=\"text-decoration: none;\"><span style=\"font-family: Arial; color: #1155cc; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: underline; text-decoration-skip-ink: none; vertical-align: baseline; white-space: pre-wrap;\">CEDIC<\/span><\/a><span style=\"font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\"> de 2018, percebemos que apesar de 83% dos brasileiros terem telefone celular, 16% ainda est\u00e3o fora dessa realidade. Temos computadores port\u00e1teis em apenas 27% das resid\u00eancias, computadores de mesa em 19% e tablets em 14%.\u00a0<\/span><\/span><\/p><p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span style=\"font-size: 14pt;\"><span style=\"font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">Voltando ao IBGE, esta mesma pesquisa (que \u00e9 por amostragem de domic\u00edlios) aponta que em 2017, 74,9% das resid\u00eancias brasileiras utilizavam internet. Este n\u00famero chega a 80,1% em resid\u00eancias urbanas e 41% em resid\u00eancias rurais. Cabe ressaltar que a pesquisa do IBGE tamb\u00e9m buscou levantar os motivos pelos quais 25,1% dos domic\u00edlios brasileiros <\/span><span style=\"font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: italic; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">n\u00e3o tem (ou n\u00e3o tinham naquele momento) acesso \u00e0 internet<\/span><span style=\"font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">\u2026 As respostas variam entre: falta de interesse no servi\u00e7o, valor do servi\u00e7o de acesso, ningu\u00e9m da resid\u00eancia sabe usar internet e o equipamento para acessar \u00e9 muito caro, conforme gr\u00e1fico abaixo (retirado na \u00edntegra da publica\u00e7\u00e3o de IBGE, 2017).<\/span><\/span><\/p><p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span style=\"font-size: 14pt; font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span style=\"font-size: 14pt; font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">Neste primeiro texto da s\u00e9rie sobre Educa\u00e7\u00e3o e ensino remoto emergencial, buscamos apresentar um pouco sobre algumas problem\u00e1ticas quanto ao acesso \u00e0s Tecnologias Digitais de Comunica\u00e7\u00e3o e Informa\u00e7\u00e3o &#8211; enfatizando equipamentos e servi\u00e7os de internet em domic\u00edlios brasileiros.\u00a0<\/span><\/p><p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span style=\"font-size: 14pt;\"><span style=\"font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">Mais do que dizer que estas estrat\u00e9gias <\/span><span style=\"font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: italic; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">n\u00e3o deveriam ser usadas pelas escolas<\/span><span style=\"font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">, a ideia era brevemente apresentar um pouco as dificuldades de se implementar isto em tempos anteriores \u00e0 pandemia (trazendo alguns dados hist\u00f3ricos de pol\u00edticas p\u00fablicas brasileiras) e que s\u00e3o acentuados no atual cen\u00e1rio que vivemos.<\/span><\/span><\/p><p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span style=\"font-size: 14pt; font-family: Arial; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal;
